Loose Dogs

Why is it that people insist on letting thier dogs run free? I though there were leash laws (at least where I live). I walked Lacey and Lance together this morning since they have both been doing very well alone.

For those of you who have not been following Lance's progress he is doing much better around other dogs and loves his Hiking Club buddies. But this morning was a different story...there was another loose dog on our walk and with the two of them it was very hard to work with Lance. I picked Lacey up as soon as I noticed the dog coming. I tried to get Lance to follow me and continue on our walk but he wouldn't budge. The other continued to follow us and Lance started to react which I believe was from the fact he was on leash and the other dog was not...

It would be much easier to work with the dogs if people followed the rules...:(
